Durant 30 ans, toutes les politiques publiques visant à favoriser l’adoption des véhicules électriques, n’ont réussi qu’à améliorer la qualité des véhicules thermiques. La recherche parle de situation de « verrouillage institutionnel » autour d’un choix technologique : ici le moteur thermique. À l’opposé, les situations de « déverrouillage institutionnel » sont des situations de transition sociotechnique d’un régime sociotechnique à un autre. Cette recherche décrypte la situation de déverrouillage institutionnel du secteur automobile grâce à une monographie longitudinale partant de 2015 jusqu’au début de l’année 2022.
Abstract
Transition trajectory of sociotechnical regimes: The case of the automotive industry shift toward the end of internal combustion engines
For thirty years, European policies promoting the adoption of electric vehicles only succeeded in improving the quality of internal combustion engines. Scholars refer to this as an “institutional lock-in situation”. This lock-in situation is created around a technological choice and it is difficult to move away from this technical regime. On the contrary, “institutional lock-out situations” are situations of transition from one sociotechnical regime to another. This research investigates the institutional lock-out situation of the automotive sector through a longitudinal monography from 2015 to early 2022.
