Résumé
Cet article s’intéresse à la dimension entrepreneuriale des collectivités territoriales. En nous appuyant sur une étude de cas consacrée au Conseil Régional de Lorraine qui a décidé de structurer la filière Santé Biotechnologies, nous montrons que le concept d’orientation entrepreneuriale trouve toute sa pertinence dans le contexte des collectivités territoriales. Nous aboutissons en outre au constat que si cette collectivité s’illustre par son inclinaison à l’innovation, à la proactivité et à la prise de risque, la dimension sociale constitue un élément saillant de son orientation entrepreneuriale et plaidons pour qu’une attention particulière lui soit accordée.
Abstract
This article studies the entrepreneurial dimension in local authorities. On the base of a study case dedicate to the Lorraine Regional Council which decided to structure Health Biotechnology sector, we show that the concept of entrepreneurial orientation is highly relevant in the context of local authorities. We find furthermore that if this local authority is characterized by its inclination to innovation, proactivity and risk taking, the social dimension represents a salient component of its entrepreneurial orientation and we recommend a particular attention to it.
