L’efficacité du système budgétaire : vers un découplage des activités de mesure et de pilotage de la performance

Résumé

La recherche s’intéresse à l’efficacité du système budgétaire en matière de management et de pilotage de la performance. Elle s’appuie sur une méthodologie qualitative qui a pris la forme de l’étude du cas d’une entreprise industrielle française ayant opté pour un découplage des fonctions de mesure et de pilotage à partir d’un rattachement structurel idoine et de missions spécifiques pour les deux nouvelles catégories de contrôleurs. Les résultats montrent que le système est davantage enclin à participer à la mise en oeuvre des actions d’amélioration au niveau opérationnel, notamment en raison de processus et d’outils nouveaux comme le Balanced Scorecard. L’activité de pilotage, au niveau opérationnel, reste néanmoins liée aux tâches de gestion et l’adaptation des contrôleurs dans leurs nouvelles attributions freine l’efficacité du système budgétaire, en raison du périmètre d’activité encore mal maîtrisé et de tensions inhérentes à leur rattachement hiérarchique.

Abstract

Research is focusing on the effectiveness of the budgetary system in terms of management and piloting performance. It is based on a qualitative methodology made from a case study of an industrial French company that has opted for a dissociation of measuring and piloting functions by making a suitable structural unification and specific missions for the two new categories of controllers. The results show that the system is more disposed to implement actions of improvement in an operational level, notably because of a process and new tools such as the Balanced Scorecard. However, the piloting activity is still linked to the missions of management in an operational level and the adaptation of the controllers to their new functions is a barrier to the effectiveness of the budgetary system. This is due to a not well mastered activity on the one hand, and tensions attributed to a hierarchical link, on the other hand.
