Résumé
Cet article propose un prototype low-tech pour structurer les relations parties prenantes et vulnérabilités PESTEL dans une perspective de gouvernance territoriale. Testé sur une commune, il constitue une première brique vers un système d’intelligence artificielle territorial (SIAT) éthique, explicable et adapté aux spécificités locales.

Abstract
Towards an ethical and fair AI for territorial governance: a low-tech prototype for augmented decision-making
This article introduces a low-tech prototype to structure stakeholder relations and PESTEL vulnerabilities for territorial governance. Tested on a municipality, it serves as a foundation for developing a territorial artificial intelligence system (SIAT) that is ethical, explainable, and tailored to local specificities.
