Résumé
Face à une fragilité territoriale, notre recherche pose la question suivante : quels sont les impacts, les apports et les limites pour le territoire et ses acteurs d’un processus de définition d’une stratégie territoriale et de sa mise en action au travers d’un projet territorial sectoriel multi-acteurs ? Cet article se structure à travers le prisme de la stratégie territoriale et ses composantes. Le terrain repose sur l’étude d’un programme régional dont l’objectif est d’accueillir et de produire, à terme, une innovation thérapeutique.
Abstract
From the definition of a multi-actor territorial strategy to its implementation: Analysis of a partial failure
Faced with territorial fragility, our research asks the following question: What are the impacts, contributions, and limitations for a given region and its stakeholders of the definition of a territorial strategy and its implementation, when this takes the form of a multi-actor and sector-based territorial project? This article approaches this question through the lens of territorial strategy and its components. It is based on the study of a regional program that aims to host, and ultimately develop, a therapeutic innovation.
