Résumé
L’objet de cet article est d’évaluer la performance des dynamiques sportives intercommunales sous l’angle des relations collectivités-associations. On observe d’abord les ressorts de ces dynamiques. Puis on introduit les notions de performance territoriale et de développement territorial pour formaliser un modèle d’évaluation des performances de systèmes d’acteurs locaux. Enfin, on applique ce modèle à trois territoires d’Ille-et-Vilaine.
Abstract
This paper aims at assessing the level of achievement of the sports dynamics resulting from the co-operation between local authorities (especially inter-communal structures) and sports associations. We will first study the driving forces underpinning these dynamics. Then we will bring in the notions of territorial achievement and local development to build a model of the achievements made by local agent systems. Finally we will apply this model to three of these inter-communal institutions in the French département of Ille-et-Vilaine.
